Background |
The continuous learning program was launched to turn the government community into a learning organization to meet the growing needs of the knowledge-based and lifelong learning community. - In July 2006, a legal ground for the program was established through the Enforcement Decree of the Act on the Education and Training of Public Officials (current name is the Act on the Capacity Development of Public Officials) - Since 2007, It is now mandatory to complete more than 100 hours of training per year ※ Provided, however that, training hours for the heads of central governments agencies can be adjusted to more than 80 hours in consideration of nature of job and learning conditions. |

Description |
The completed training hours of public officials of grade 4 or lower will be reflected in promotions and appointments. - The public officials who have not completed the training hours required for promotion are not eligible for promotion or applying for promotion exams. |
Rights to choose training courses is guaranteed by acknowledged various learning activities as completed training hours. - Time spent on a wide range of learning activities such as individual research, participation in workshops held by their organizations, and on-site visits related to one’s job are counted as training hours. |

Strengthening Autonomy and Accountability of Individual Ministries related to Education and Training - The contents of education and training programs that can be recognized as training hours can be determined by the heads of central government agencies after taking into account each department's job requirements and staffing organization. - The head of the government agency can delegate responsibility to the heads of department to ensure the department members complete the education and training hours by including the evaluation results in the performance contract with the head of department. |
