Article 15 of the Act on the Capacity Development of Public Officials and Article 14
  • of the Enforcement Decree of the same Act
  • To collect data necessary for establishing basic policies and general guidelines on public official training and to objectively measure education and training results, we evaluate the contents, methods, and performances of the training and education services provided by the central administrative agencies and their affiliated training institutions in regular* or on-demand bases (* conducted annually)

Objectives of Diagnosis

  • The diagnosis and analysis of the results of education provided by the training institutions for public official development are being reflected in the basic human resource development policies and systems.
  • Best practices of training programs will be identified and shared by all participating training institutions while the MPM supports further capacity building in weak areas.

Targets and Methods of Diagnosis

  • Institutions Subject to Diagnosis: 30 education and training institutions for public official development
    ※ The National Human Resource Development Institute (self diagnosis), Security Service Training Institute, and Audit and Inspection Training Institute (security reasons) will be excluded from the 33 target organizations
  • Subject of diagnosis: Education operation in general of civil servant education and training organ every year
  • Field of diagnosis: ① Self-diagnosis, ② Head of organization interview, ③ Excellent example of education operation, ④ Representative education program contest
  • Diagnosis Methods: Submission of self-performance results, confirmation and checking, organization of the evaluation committee, training program contest, etc.

Utilization of Diagnostic Results

  • (Feedback on diagnosis results) Sharing best practices in education operation and reflecting the results on human resource development policies
  • (Incentive provision) Award giving by the government in recognition of outstanding institutions (national merit recognition)
    ※ When selecting the best organization (awardee), consideration should be given to the characteristics between independent and affiliated institutions (more consideration given to affiliated institutions)
