Training course (long-term)

Purpose and history

  • As a planner of main policies for central administrative institute, improve policy development ability through acquiring international policy examples · experience and develop international specialist for each area · work
    ※ Job training of senior civil service: conducted since ‘90 for policy management ability development
    ※ Job training for division director: conducted since ‘93 for developing negotiation specialists for international conferences, etc.

Overview

  • Period of training: within the range of 1 year
  • Training organ: foreign government organ, international organization, graduate school, research institute, etc.
  • Qualification requirement
    - Age: Currently 53 years old or younger according to the end of
    - Position: senior civil servant, rank 3~4 civil servant of section chief position
    - Person who is arranged with other certain experience or language requirement
    ※ In case of work training of senior civil service, a person who has passed more than twice of the time from the completion date of foreign training for junior rank (a person who has passed more than 5 years for work training of section chief position)

Expenses of training

  • Living expenses
    - Senior civil service: 1.6 or 1.8 times of the living expenses for each country of long-term regular course
    - Section chief position: 1.5 or 1.7 times the living expenses for each country of long-term regular course
  • Medical insurance fee: provide a set price of medical insurance fee for each country
  • tuition fee: within the range of $10,000 a year
  • Life preparation fee $500, Return relocation fee $600
  • Provide separately

Trainee Selection Requirements

<Requirements in Article 32 of the Act on the Capacity Development of Public Officials>
  • A person who has a strong sense of duty to the national government and his job
  • A person who has excellent working records
  • A person with necessary academic backgrounds and work experience
  • A person who can work for a considerable period of time in the job field related to his training after completing the training program.
  • A person who has the necessary foreign language ability
  • A person who meets the qualifications about the age, health, aptitude and other qualifications set by the Ministry of Personnel Management
  • A previously disciplined person who has passed one year or more since the date on which the disposition ceased as of the date of trainee recommendation
<Trainee Requirements in the Guidelines for the Handling of Capacity Development of Public Officials>
  • As of the end of the selection year (Dec. 31, 2017), public officials of grade 4-9 who are 48 years of age or younger (births after January 1, 1969) and have working level experience of three years or more are eligible.
  • Completers of more than 6 months of overseas training programs (overseas training at own expense, domestic/internationally linked training courses with KDI, KAIST, Seoul National University, etc., and Japan’s Young Leader program) are excluded.
  • For those who have completed short-term individual training courses taking less than 6 months, they can be eligible if one year has passed from the previous training completion date as of the end of the selection year (excluding group training)
  • A person who was on leave to study abroad pursuant to Article 71.2(2) of the State Public Officials Act, a person who was on leave for employment abroad according to Article 71.2(1) of the State Public Officials Act, or a person who has worked abroad for more than one year in accordance with Article 41.1(6) of the Decree on the Appointment of Public Officials, must have passed one year since the previous training completion date as of the end of the selection year.
  • Public officials who are holders of domestic or foreign doctoral degrees or foreign master's degrees or higher are prohibited to take the diploma course (including 1 + 1).
  • After passing the selection test, those who have not completed the overseas training course without special reasons such as natural disasters will be restricted to apply for other training programs for a period of three years.

  • Trainee Selection Process
    - Document screening: Language test (Seoul National University i-TEPS test)/the number of the first-round selection will be two times as many as the planned number of final trainees (10 people).(※ in the event of a tie breaker, persons in the order of higher scores in speaking and listening will be selected)
    - Interview: Interviews will be held for the first screening passers.

Purpose

  • Improve effect of foreign training by conducting overseas training after domestic prior education
  • Reinforcing network between developing country’s civil servant and our civil servant and spreading ‧ diffusing administrative Korean wave through sharing excellent administrative examples

Process

  • Period of training: within 2 years of total
    - 1st year (domestic): complete master’s course for each organ
    - 2nd year (foreign): complete master’s course at foreign university, etc. or work training
  • Qualification requirement: Rank 4~9 civil servant of experience who has more than 3 years of actual work experience (※ KAIST: rank 4~5 civil servant who has more than 2 years of work experience in finance-related department)
  • Selection procedure: screening task, applicant (Ministry of Personnel Management) → Language proficiency exam → screening document, interview (entrustment organ)

    - 1st year: support from Japan scholarship (living expenses monthly 242,000 yen, flight fare for back and forth, school expenses, etc.)
