- Position: Civil servant of rank 9 and above (including civil servant with special experience)
- Experience: a person who has more than 2 years of actual work experience

Number of people for training: standard of 3 people per team
Training organization: international organization, governmental organ, educational institution, research institute, private company, etc.
Method of training: participate in academy seminar, participate in education program operated by international organization, foreign governmental organization, hold union research with university, etc.
Selection Criteria
Age: a person who is currently 55 years old or younger based on the end of selection year
Position: Civil servant of rank 9 or above who is in charge of work related to training task
Experience: a person who has more than 2 years of actual work experience
Language requirement: a person who fulfills certain language requirement (1/2 of trainee fulfills requirement)
Expenses of training
Living expenses: 100% of overseas working allowance (provide twice of the living expenses for the first 15 days)
School expenses: Up to USD 1,500 per person
