- Each department recommends candidates by conducting an assessment of candidate qualifications, giving research assignments, and determining post-training appointments.

- Trainee Selection

- Final selection of overseas trainees is made based on the trainee selection criteria.
- Orientation is given to the trainees before being dispatched.

- Training Dispatch

- Negotiation and Selection of Training Institutions: Negotiating with Training Agencies that best fit training requirements
- Request for Dispatch: Prepare and submit related documents to the Ministry of Personnel Management

- Payment of Training Expenses

- Training expense payment: Tuition, airfare, living expenses

- Progress Report

- Arrival report, regular reports (training progress reports), department designated research project, local life experience reviews, local reports, etc.

- Conclusion of Training

- Report on Return to Home Country: After arriving in the country, the trainee should visit the Ministry of Personnel Management to make a report
- Report of the Training Results: The trainee should submit the training result report to his/her department within 30 days before the end of training (booklet) and upload the report file to the Human Resource Development Information Center of the Ministry of Personnel Management.

- Mandatory Service

- Mandatory Service Period: A period of twice as long as the actual dispatch period
- Refund of training expenses: All or part of the training expenses are required to be refunded if mandatory service period is not complied with.
